Capital Account Management:The Need for a New Consensus

2008年开始的金融危机，已经使得许多方面产生划时代的变化。其后果之一是，国际货币基金组织开始对有关跨境资本流动的相关问题以及资本账户管理的必要性进行关注。过去几年里，在研究和政策制定两方面已经有许多关于这个论题的文章。其结论大致是，资本流动的管理措施在某些情况下可以考虑，但只能在用尽传统的政策途径后——例如实施紧缩的财政政策和宽松的货币政策、保持汇率弹性、允许本币升值等。本文认为，在新兴市场经济体里，资本账户管理应该是整体宏观经济管理正常工具箱的一部分，在特别的情况下可被使用，而不应该被视为一种极端措施。

In the broad sense,capital account management should be part of the normal macroeconomic management toolbox so that it can be used to ensure economic growth and price and financial stability.It should not be seen as an extreme measure for which there are no other options.India’s experiences in managing large-scale capital flows during the 1993-1994 period and,in particular,during the 2007-2009 period,are an example for other countries.
