摘要
20世纪90年代末,世界银行提出"综合性发展框架"的新原则,旨在同受援国建立起新型的发展伙伴关系,改变以往强制性附加条件的弊端。但世行以"政策绩效"为导向的援助分配政策潜在地扩大了附加条件的范围和程度,非洲国家发展政策自主权有可能面临进一步被削弱的危险。"新兴援助国"的涌现为非洲国家提供了多元化的发展资金,有望减缓非洲对世行发展援助的依赖性,拓展其合理的政策空间。
In the late 1990s,the World Bank put forward the principle of the 'Comprehensive Development Framework,' which aimed to establish new development partnerships in recipient countries and to resolve the problems originating from coercive conditionality in the past.However,the World Bank's 'performance-based allocation'(PBA) system has broadened the scope and extent of conditionality,which runs the risk of further undermining policy autonomy of the African countries.Emerging donors have provided African countries with alternative sources of development finance,which could help reduce their dependence on aid from the World Bank and expand the policy space they are due.
