论公共体育服务决策机制的构建与完善——以上海市为例

On the Construction and Perfection of the Decision-making Mechanism of Public Sports Service ——Taking Shanghai as an Example

以文献分析法为主,阐述公共体育服务决策机制的内涵与基本构成,梳理总结近些年英美等国在公共体育服务决策机制构建方面的相关经验,结合上海公共体育服务决策实践的现状特征,提出要构建多元主体参与型的公共体育服务决策机制,决策中枢系统需进一步加强绩效建设;决策咨询系统需进一步推进咨询主体多元化和独立性;决策监控系统需进一步完善决策监控的体制与机制;决策执行系统需进一步提高其执行力。

By the method of literature analysis, the paper discusses the connotation and basic structure of the decision-making mechanism of public sports service and summarizes the relative experience of some foreign countries such as UK and USA in constructing the decision-making mechanism of public sports service. According to the status quo and characteristics of the decision-making practice of the public sports service in Shanghai, the paper suggests forming a decision-making mechanism of public sports service with the participation of multi-subjects. The central decision-making system needs to further enhance perfor- mance and efficiency. The decision-making consultation system needs to push forward the diversity and independence of the consultation subjects. The decision monitoring system needs to further perfect the decision monitoring system and mechanism. The decision execution system needs to improve its execution.
