摘要
当前,黑龙江省私营企业劳动关系主要表现为:劳动关系存续的短期化、劳动关系主体的间接性,劳动关系的主导权悄然变化;带来了劳动合同的签订率不高、用人单位劳动规章制度不规范、社会保险的参保率较低和劳动条件差劳动强度大的问题;可以通过制订农民工简易合同文本、"伙儿"来发挥工会的作用、分类分层推进农民工社会保障和政府完善农民工培训制度来逐步规范黑龙江省建筑类私营企业劳动关系模式。
At present,the main performances of the labor relationship of the private enterprises in Heilongjiang Province are: the short-term of the labor relations surviving,indirect labor relations of main body,the changes of domination in labor relations,which results in low signing rate of labor contract,poor labor regulations of the employer,low rate of social insurance,poor working conditions and high labor intensity.We can solve the problem by making brief contract text for migrant workers,and we can play the role of trade unions by "Gang",at the same time we put forward classification advance of migrant workers' social security and improving the system in rural migrant workers' training by the government to standardize the model of the labor relationship in the architectural private enterprises in Heilongjiang province gradually.
