Blair's Thoughts of Welfare: Its Origin and Enlightenment

20世纪90年代末,以布莱尔为首相的英国新工党崛起,使布莱尔福利思想得到深入实施,英国的社会福利制度出现了新的转轨。具体表现为:"以他人为中心,为社会服务"的互助共爱福利理念;"给人扶持而非施舍"的积极的福利政策;"权利与义务相结合"的现代福利制度;"社会投资国家"的新型福利模式。布莱尔福利思想对我国社会福利体系构建的启示在于:社会福利标准要与国家经济发展相适宜;社会福利改革要兼顾公平与效率;社会福利制度要划清国家、社会和个人责任;社会福利管理要加快法制化进程。
