财政投入与城市治理绩效分析——以江浙城市群比较为例

Public Financial Input and Local Government Management Performance:Comparative Study on City Groups in Jiangsu and Zhejiang

城市财政投入的产出效率反映了城市政府的管理水平和地方的治理绩效,本文运用DEA两步法对江浙两省地级及以上城市的公共治理效率进行了研究。江浙地区多数城市无论是在基础设施,还是在科教文卫的财政投入上,都存在着规模收益递减,行政层级较高的大城市尤其突出。城市财政投入的作用更多体现在城市基础设施,而不是科教文卫。改进的思路是通过向外溢出辐射,提高周围地区公共服务均等化水平,以及向内依靠科技挖潜,提高城市管理水平。

The output efficiency of urban public financial input reflects the management level of local government as well as the management performance of the city. The DEA two-step analytical method was used to explore the public management efficiency of the city groups in Jiangsu Province and Zhejiang Province. The input of infrastructure and science-education- culture-health financial investment existed diminishing scale return in most of cities, especially in higher administrative level cities. The role of financial input in city could be found in city infrastructure rather than in science-education-culture-health. Local government could improve management performance either by spilling over the equal access to public service to surrounding areas or by improving urban management level with science and technology.
