摘要 非结构模糊决策(Non-structural Fuzzy Decision,NSFD)是解决复杂多准则决策问题的一种有效方法.文中应用该方法开展建设项目评标,将评标准则和备选承包商构建成一个完全相关性评价模型,采用三标度比较构造判断矩阵并进行一致性检验,引入21个语义算子进行优先权赋值,刻画更为准确,提高了评标结果的可信度,并结合实例进行研究.结果表明该方法在减少主观因素影响,增强评标决策的客观性和科学性方面是行之有效的. Non-structural fuzzy decision (NSFD) is an effective tool for resolving complicated and multi -criteria decision problems. It is applied in the bidding evaluation of construction projects. A completely correlative hierarchy model of NSFD involving evaluation criteria and candidate contractors is established. Three scales are introduced to the formulation of a pair-wise comparison matrix. Logical consistency check for matrix is applyed and another procedure of assigning priority score with the 21 semantic operators is offered, which improved the accuracy and credibility of bidding results. An example is given to provel that NSFD is an effective method for reducing the influence of some subjective factors, making bidding evaluation more objective and scientific.
