Community All-Hazard Management: Concept Definition and Mechanism Analysis

随着全球风险社会的来临,灾害后果的复合性特征越来越明显,实施全灾害管理的社区机制显得愈益迫切和重要。社区全灾害管理的基本概念涵括全类型管理、全过程管理和全主体管理等三要义,其机制构成关键则在于社区共享的管理目的及理念、多元主体的互动网络以及与社区匹配的管理工具和方法等三个方面,可为我国大陆地区起步较晚和相对薄弱的社区灾害管理提供一定的启发和参考。

With the approach of the global risk society,the compound characteristics of hazard consequence is becoming more and more obvious,and thus the implementation of the community mechanism of hazard management has become increasingly urgent and important.The basic concepts of the community hazard management embody three essentials： all-type management,whole-process management and all-subject management.The key components of the community mechanism of hazard management include three aspects： the common community management purposes and ideas,the interactive network of plural subjects,and tools and methods associated with community management.All these viewpoints may provide some inspiration and reference for the late starters and relatively weak communities in hazard management in China's Mainland.
