A Proposal of Establishing a Special Security Fund for the Disabled in the Rural Area

从农村残疾人和政府机构这两个角度出发论述建立农村残疾人特殊保障基金的必要性,并提出了对建立此基金的设想及相应的对策。

This article tries to argue the necessity of establishing a special security fund for the disabled in the rural areas from two aspects： the disabled themselves and the government. Furthermore, it proposes the idea of establishing this fund and the respective countermeasures.
