治安管理创新视角下的治安学科建设

Discipline Construction of Public Order from the Perspective of Innovation of Public Order Management

当前,我国正处于发展关键期、改革攻坚期和矛盾凸显期,维护稳定工作阶段性特征明显并且维稳压力越来越大。作为维稳主力军的公安机关迫切需要进行治安管理创新,以更好地适应新的维稳形势;公安院校更要在社会创新的大背景下,积极探索和加强学科建设,适应新形势变化,为公安一线提供智力支持。学科建设水平反映的是一所高校的整体水平和综合实力,是高校发展的核心。现实公安工作的快速发展,尤其是治安管理创新实践丰富了治安学科研究的内容。

Currently, China is undergoing a period with critical development, difficult reform and protruding contradiction. Therefore, stage characteristics of maintaining stability is obvious and the pressure of maintaining stability is increasing. It is urgent for public security organs to innovate public order management in order to adapt to new situation in stability maintenance. Public security colleges, in the context of social innovation, ought to actively explore and strengthen the discipline construction and adapt to the changes in new situa- tion, so as to provide intellectual support for policing work. Discipline construction, which reflects a university＇s overall level and comprehensive strength, is the core of the development of universities. The rapid development of public security work, especially the practice of public order management innovation, enriches disciplinary research of public order.
