治理理论视角下的行政服务中心管理体制改革——以辽宁省行政服务中心建设为例

The Management System Reform of Administrative Service Centers from the Perspective of Governance Theory:for an Example of the Construction of Administrative Service Centers in Liaoning Province

行政服务中心是我国在政府治理模式上的创新,在推进政务公开和政务服务中发挥了重要作用。但是,行政服务中心作为一个新生事物,在管理体制上还存在许多问题,需要进一步建设和完善。本文结合在辽宁省行政服务中心进行调研的情况,对我国行政服务中心未来发展的职能定位、机构名称、性质、行政归属及编制等方面发展趋势进行探讨。

As a creation in the governance model of our country,administrative service center plays an important role in promoting governmental openness and service.However,as a new thing,administrative service center has many problems in its management system and need to be further improved.This paper,based on investigation in Liaoning,probes into the future development trend of administrative service centers in our country from their functional orientation,name,nature,administrative affiliation and organizational setup.
