国外城市服务边界研究进展及启示

Advances on the Urban Service Boundary Research Overseas and Its Enlightenment to China

城市服务边界是美国城市管理的主要工具之一，对城市服务边界的研究关系到城市公共设施和土地资源的有效利用，特别是城市空间增长规划调控体系的构建。通过对国外城市服务边界的发展历程、界定方法、实施政策和影响效应等研究成果的梳理，发现国外对城市服务边界的研究比较成熟，基本形成了完整的理论体系。提出对于中国城市空间增长管理的研究的首要问题在于探索城市服务边界与增长边界的耦合分析、构建城市服务边界界定方法体系以及明确城市服务边界的法律地位。

Urban service boundary is one of the main tools for urban Mmnagement in the US. The study of urban service boundary relates to the effective utilization of public facilities and land resources, especially the construction of control system of urban spatial growth planning. By analyzing some theories on urban service boundary such as development history, definition methods, enforcement policies and effects and influences, this paper finds that the studies of urban service boundary in foreign countries are quite mature and has basically formed a completed theoretical system. Furthermore, it puts forward that the primary problem in studying urban growth management in China is exploring the coupling analysis between urban service boundary and urban growth bounda- ry, constructing the definition method system of urban service boundary and clearing the legislation position of urban service boundary.
