农村社会组织参与基本公共服务供给模式研究

Initial analysis of the basic rural social organizations public service supply

实现基本公共服务均等化是我国的一项长期战略。农村社会组织是最能代表农民利益的群体,其参与基本公共服务供给有着坚厚的制度基础、理论基础和实践基础。政府公开采购、政府定向采购和政府补助是其参与基本公共服务供给的3种模式。鉴于影响这3种模式运作的影响因素不同,它们分别有不同的运作流程。3种模式的优化组合、基本公共服务生产效果评价、农村社会组织异化、政府监管、模式运作的区域化以及实践经验的理论提升等6个问题是研究的重点内容。

It is one of long-tenu strategies to achieve equal on the field of basic public services in China. But there is a big difference between urban and rural areas. Rural social organization, as the very representative of the interests of farmer groups in the countryside,is the firm base of involving in the supply of basic public services, it has system foundation, theoretical foundation and practical foundation. The three models of involving in the supply of basic public services are government public procurement, government orientation procurement and government grants. The above three models have different operating processes. In future studies,the following questions are highlighted： optimal combination of three models,evaluation of basic public service production,alienation of the rural social organization, government regulation, the regionalization of modes of operation, the theoretical enhancement of practical experience.
