大中型水利工程土地补偿补助费调增方法探讨

Methods for adjusting land compensation fees and subsidies for resettlement for large and medium-scaled water resources projects

介绍我国大中型水库土地补偿补助政策和特点,对土地补偿补助费确定原则、土地补偿补助费调增采用的指标以及调增的方法进行了探讨,提出了相应的注意事项,并以某水库移民安置为例,分析土地补偿补助费调增方法。结果表明,采用人均基本耕地占有量以及移民搬迁前人均年种植业、林果业纯收入作为土地补偿补助费调增指标是合理的;调增后的土地补偿补助费应以恢复移民原有生活水平需要的生产安置投资为限额。

The policies and characteristics of the land compensation and resettlement subsidy for large and medium-scaled water resources projects in China are introduced.The principles of determining the land compensation fees and subsidies for resettlement,the indices to adjust the fees and subsidies and the relevant methods are discussed.The issues to be noted are put forward.Based on a case study of resettlement for a reservoir,the method for adjusting the land compensation fees and subsidies is investigated.The results show that the indices to adjust the land compensation fees and subsidies according to the per capita basic farmland and the net income of per capita planting and forestry before resettlement are rational.The adjusted land compensation fees and subsidies should be the resettlement production investment required for the recovery of their original living level.
