试论北洋政府时期“联省自治”思想的空想性

An Analysis of the Delusion of the Theory about "Federated Autonomy" during the Northern Government Period

"联省自治"是北洋政府时期出现的一种政治思潮,面对当时中国社会军阀割据的严酷现实,主张联治派和反对联治派之间展开了唇枪舌剑的较量,虽然主张联治派从主观目的上来说是希望结束中国的混乱局面,实现民主宪政的改革,但是由于当时的社会历史条件,决定了"联省自治"似的美式民主在中国是根本行不通的,归根到底,只能成为巩固军阀政权的工具而已。

The theory about federated autonomy was advocated by the bourgeois federated autonomy school during the Northern Government Period.
