社会转型期公共危机管理机制优化研究

A Study on the Optimization of the Public Crisis Management in the Social Transformation Period

公共危机的发生,不但对公众的生命财产造成巨大的损失,更为重要的是造成全社会的恐慌和不安全感。目前,我国正处于"经济转轨,社会转型"的关键时期,也是一个公共危机多发的时期。如何驾驭复杂局势、应对突发事件已经成为关系国家政治稳定和社会经济发展的热点问题。分析了社会转型期公共危机的表现、诱因及其管理过程中存在的问题,力求为政府及时、有效而平稳地处理公共危机事件提供一些可供参考的建议。

Public crises not only cause great loss of life and property to the public, but also arouse panic and a sense of insecurity in the whole society. At present, our nation is experiencing social and economic transformations, leaving more openings for the occurrence of public crises. How to manage complicated situations and cope with accidences/emergencies becomes crucial for the nation＇s political stability and economic development. This paper analyzes the types and causes of public crises and points out the administrative problems in coping with public crises, hoping to provide constructive advice for the government to timely and effectively deal with different types of public crises and go smoothly through the transformation period.
