论公共服务均等化实施过程中的问题及对策

On Problems in the Implementation of Equalized Public Services and the Countermeasure

城乡之间和地区之间公共服务的非均等以及公共服务供给模式的不成熟是我国当前在公共服务均等化实施过程中存在的问题,要解决这些问题就必须为公共服务均等化的实施提供制度保障、资金保障及合理完善的供给模式。通过建立健全公共服务机制,合理安排财政收入,构建公共服务供给的有效机制,以及时解决公共服务均等化实施过程中的问题,更好地实现公共服务均等化战略。

Nonequalization of public services between urban and rural areas and among regions,as well as the immaturity of the supply mode of public services,is the main problem impeding the process of implementing equalization of public services.To solve these problems,it is necessary to provide an institutional guarantee,a financial guarantee and an improved supply model.To be more precise,only by establishing a sound public services mechanism,arranging the revenue reasonably and building an effective mechanism of public services supply,can we solve the above problems and finally realize the equalization of public services.
