要素成本与中西部地区招商引资研究——基于2006-2011省际面板数据的实证分析

Study on Factor Cost and Inviting Investment in Central and West Area in China

基于2006-2011年中西部的省际面板数据建立模型对中西部地区要素成本与招商引资的关系进行实证研究,研究结果表明劳动力成本和内资招商规模正相关,与外资招商规模负相关,而土地成本和内、外资引资规模的关系均不显著。分区域回归后发现,中部地区内资招商对劳动力成本提升的作用更大、更显著,而西部地区引进外资对廉价劳动力的依赖程度要远高于中部地区,土地成本和引资规模的关系仍不显著。中西部地区应充分利用劳动力成本比较优势,大力引进外资产业;利用产业集聚自我强化效应的作用机制,积极促进本地产业集聚;政府应加大转变职能的力度,努力提高政府运作效率以营造良好的投资软环境来吸引国内外投资者。

Using provinces＇ panel data of 2006 to 2011 to build models to empirically research the relationship between factor cost and inviting investment of central and western regions in China, the results show that labor cost has positive correlation with introduction of domestic investment and negative correlation with foreign investment while Land cost does not have notable relations with them. For central China, the introduction of domestic investment takes more significant effect to the growth of labor cost; for west China, the introduction of foreign investment is more dependent on cheap labor force than central China; moreover, land cost still has no notable relations with investments. Central and western regions should make full use of the comparative advantage of labor costs to introduce foreign industry, and actively promote local industrial agglomeration; in order to create a goodsoft investment environment to attract domestic and foreign investors, government should increase the transformation of functions to improve the efficiency of government operations.
