An Analysis on the Reform Safety and Harmonious Development of State-owned Enterprises

立足山西,概述国企改革所取得的经验和当前改革工作的发展情况,提出要消除改革过程中"制度瓶颈"、"资金瓶颈"和"冗员瓶颈"等难题,要加强改革后企业"体制"和"制度"建设,促进国企安全、和谐发展。

The state-owned enterprises always insist on reforming gradually. First of all, the article summarized the experience and development about the reform of the stateowned enterprises according to the circumstance of Shanxi province. Accumulated experience over the years leads to the reform process form some deep-seated contradictions to the surface, accompanied by the increasing prominent probleros of ＂lack of motivation＂, and ＂lack of system construction＂. It proposed some ways to eliminate ＂lack of system construction , ＂lack of financial＂ and overstaffing problems by analyzing the problems. Finally, in order to promote the safety of state-owned enterprises and harmonious development, it gave some suggestions on the system construction after the reform.
