Connotation and Content of the Construction of Rural Communities

农村社区建设可以作为现阶段新农村建设的总体性方案。科学界定农村社区建设的定义与内涵要考虑靠什么建设、由谁来建设、建设什么、如何建设、为了谁建设等基本问题。立足于现实社会条件并从农村社区建设的合法性要求出发,可以将农村社区建设的总目标界定为"建设现代生活共同体",具体目标包括富裕社区、和谐社区、服务社区、文化社区、宜居社区与活力社区等六个方面。农村社区建设要在相应目标的指引下谋划建设的具体内容以服务于特定的功能性需要。

Rural community construction can be regarded as an overall plan of the new countryside construction. Making a scientific definition and defining the connotation of rural community should consider such basic prob- lems as ＂rely on what to construct＂, ＂who to construct＂, ＂what to construct＂, ＂how to construct＂, and ＂for whom to construct. Based on the reality of the social background and from the legitimacy of rural community construction, the overall goal of rural community construction can be defined as ＂building a modern life community＇, and the spe- cific goals include ：rich community,the harmonious community, service community,cultural community,livable community and vitality community. The rural community construction requires the planning to be specific under the guidance of corresponding target so as to serve a specific function need.
