美国多校园大学系统治理结构探析——以纽约州立大学为个案

On the Governance Structure of the Multi-campus System in America: A Case Study of the State University of New York

多校园系统是美国公立大学普遍采用的治理模式之一。作为美国公立大学的典型代表,纽约州立大学在其发展过程中形成了总校与分校互为支撑、互为补充的治理模式,以董事会、校长、教授会等为基础的总校治理结构,与拥有较大自主权的分校治理结构,两者共同为纽约州立大学的发展提供了制度保障。这种治理模式有助于多校园大学系统统筹规划,实现资源共享,提高行政效率,且能够有效协调分校、总校及其与政府之间的相互关系。

The multi-campus system is one of the major modes in American public universities. The 3tate Um- versity of New York, as a typical system, has formed a representative governance structure, in which the headquar- ters and the branches of the university support and complement each other. The headquarters structure based on the board of trustees, president and academic senate, and the branch structure which is relatively independent, guaran- tee the development of the State University of New York. The administration of the multi-campus system is not only beneficial to the overall planning, resources sharing and efficiency improving, but can effectively coordinate between the university and the government.
