城市环境总体规划的创新研究

Innovation Study of Urban Environmental Master Plan

对我国的环境规划进行了反思,指出了目前我国的环境规划未将相关的环境保护要求落实到空间区域,导致其与城市总体规划、土地利用总体规划脱节。在此背景下,提出编制城市环境总体规划,旨在提高环境规划在城市规划体系中的地位,实现环境规划与城市总体规划、土地利用总体规划的有效衔接。城市环境总体规划的体系可设置为3个层次,分别为总体规划、控制性详细规划和专项规划。总体规划是具有前瞻性的长远战略规划;控制性详细规划是落实和深入总体规划的生态环境控制要求;专项规划是总体规划和控制性详细规划内容在特定领域的深化和细化。

This article firstly makes a reflection on the environmental plan of China, and finds out that China＇s environmental planning does not match the related environmental protection requirements with the space area, which leads to be out of line with urban master plan and overall land use plan. Under this background, it suggests that it should make a master plan for cities, so the environmental master plan can be related to urban master plan and land use plan. The city environmental master plan includes master plan, regulatory detailed planning and special planning. The master plan is a strategic planning, the regulatory detailed planning is more practicable, and the special planning deepens the measures in special areas.
