摘要 美国教育财政的焦点已从"公平"开始转向"充足"。在充足教育理念下,美国"学生需求驱动"的教育财政拨款综合考虑学生贫困率和英语不熟练的学生数等人口特征以及各种规模、结构和地理位置因素,在此基础上预测学区内取得既定成绩所需的充足的教育经费。这种确定"充足"教育经费的机制提高了美国教育财政拨款的科学性和有效性。 The focus of American education finance turns from "fairness" turning "adequacy".Under the concept of adequate education,American student demand-driven education financial allocation is used to capture differences in student population characteristics-school or district poverty rates and counts of limited English proficient students and other demographic characteristics.State education finance distribution formulas are designed to accommodate differences in educational need by allocating different levels of financial resources across schools and districts.Such education funding mechanism improves the scientific and effectiveness of American education financial allocation.
