摘要 为丰富和完善水利应急指挥的方法和手段,从水利突发事件发生前、发生时、发生后对应急指挥的需求出发,结合水利部已经建设的异地会商、水利工程视频监控、3G图像传输和移动应急指挥等系统,探讨利用双向视频联动系统,构建双向视频应急指挥平台,为水利应急指挥提供协调统一、运转高效的指挥系统。 In order to enrich and perfect water conservancy emergency command methods and means, setting out from the demand of emergency command during water conservancy incident occurred, happening, happened, combining with the built systems which are system consulting with different, water conservancy engineering video monitoring system, 3G image transmission system, mobile emergency command system and so on, the article discusses building two-way video emergency command platform using two-way video linkage system. It provides harmonious and unified operation efficient command system for water conservancy emergency command.
