谈隆德县水利发展存在的问题和主要制约因素

On Problems and Constraints of Water Conservancy Development in Longde County

近年来,隆德县对灌区中部分干支渠道进行节水改造,但是绝大部分灌区仍维持土渠输水的灌溉状况,部分灌区利用河道输水,水资源利用率低,浪费严重,灌区灌溉面积逐年萎缩,灌区效益日趋衰减。笔者认为隆德县水资源相对丰富,但是季节性缺水是水利发展的首要制约因素。其次,由于本县财政收入极少,固定资产及基础设施建设基本靠国家投资,地方财政配套及群众自筹程度能力低下,极大程度限制了水利发展。

In recent years, parts of main canals in irrigation district has been carried out water-saving transformation in Longde County, but most of the irrigation district still maintain irrigation conditions of soil drainage water transportation. In parts of irrigation districts, it uses river water conveyance, the use of water resources utilization is low, causing serious waste, and irrigated area is shrinking year by year, and the effectiveness is increasing attenuation in irrigation district. The author thinks believe that water resources in Longde County is relatively rich, but the seasonal water shortages is the primary constraint facyor of water conservancy development. Secondly, due to the county＇s rarely fiscal revenue, fixed assets and infrastructure construction basically rely on state investment, local financial support and the capacity of the masses for self-finance degree is low which limits water conservancy development greatly.
