With a full new view, the paper analyzed several forms of coal industrial development format; the social and econom- ic background occurred from each format, comparison on the features and the advantages and disadvantages of each format, the countermeasure and the general plan of the format development. The issue of the format development would be very impor- tant and great significances to the decision making on the future strategy of the coal enterprises, specially to the decision mak- ing on the industrial strategy.
