国外政府促进中小企业进入战略性新兴产业的政策主要包括立法促进、专门机构服务、实施新型产业政策、加大财政扶持和充分发挥地方政府在促进中小企业进入新兴技术产业和新兴产业发展中的显著地位和积极作用。随着战略性新兴产业在解决经济衰退、加快区域经济转型升级中的地位和作用递增,推动中小企业全面进入新兴技术产业化的新型政策体系,使其成为战略性新兴产业集群发展的源泉,并形成对战略性新兴产业全球价值链高端的控制者和领导者。这使得世界各国政府在促进中小企业参与战略性新兴产业发展的政策体系上存在明显差异。这对我国战略性新兴产业政府促进政策设计和中小新兴企业政策体系建设都具有借鉴意义。

Policies made by foreign governments on the development of medium and small-sized enterprises include legislation, services provided by professional institutions, the implement of new industrial policies, the strengthening of financial supports and the fully play of the functions of municipal governments. Along with the fast increase of the positions and functions of emerging industries of strategic importance, we should pave the way for the advocating of new policies and make them the sources for the development of emerging industries. This point results in remarkable differentia- tions in the policies made by different countries, and also cast great significances for the design of policies and the es- tablishment of policy system.
