大伙房水库输水工程水源地生态补偿的关键问题探讨

Study on ecological compensation for headwater point of water transfer project from Dahuofang Reservoir

以大伙房水库输水工程为例,探讨了该工程水源地生态补偿对象的界定问题以及补偿机制的完善问题.结果表明:应根据吉、辽两省界面的浑江水质浓度,确定生态补偿对象,且辽宁省境内的补偿对象包括一期、二期的输水工程水源地;在现有的纵向转移支付手段基础上,建立受益城市参与的横向补偿方式,完善生态补偿机制.

In order to put forward reference for establishing the ecological compensation mechanism,the paper takes the project of water transfer from Dahuofang reservoir as an example,discusses the problems on identifying ecological compensation target and perfecting its compensation mechanism for the water point.Results show that：according to the water quality concentration cross Ji-Liao two provinces,determine the object of ecological compensation for the transfer project,and the object in Liaoning province should include the first and second stage of the project;establish the compensation way including the benefited cities so as to improve ecological compensation mechanism.
