摘要
作者认为人力资源是三个最基本的生产要素之一 ,提出了企业对人力资源管理与开发的措施 ,指出企业的竞争力在很大程度上取决于人力资源的管理与开发、失业与再就业的动态特性是企业人力资源管理与开发的必然结果 .
The authors consider that human resources are one of three primal essentials for production.They suggest that an enterprise should take measures for managemet and development of human resouces,and point out that the jobless and reemployed dynamics are inevitability of management and development of enterprise human resources,and that competitive ability of an enterprise depends to a large extent on management and development of human resources.
