摘要
我国区域开发开放向深入推进,对政府政策制订与研究机构辅助决策提出更高要求,应及时建设区域社会科学实验室。社会科学实验室是为政策分析制订提供的一个虚拟的实验场地,应用数量模型实现对政策方案制订、重大项目建设等的模拟与分析,现从理论层、空间层、时间层对其进行了初步分析。特别的,应对区域发展新形势的区域社会科学实验室在空间维度上定位为最核心的区域,横跨时间的三个维度,并进一步阐述了区域社会科学实验室的相应理论体系,论述了国内外建设经验与启示,确定了其建设目标,即探索出辅助区域开发开放决策问题的科学方法,为各级科学决策提供参考与依据,并给出了区域社会科学实验室的体系构成,指出其在建设中应注意的问题,及其发展的三个阶段。
China＇s new regional development strategy presents higher demands to regional government and decision support research institutions.This paper proposes the construction of regional social sciences laboratories for regional development.Social sciences laboratories can be regarded as a virtual testing place to provide policy supports by building policy models.Regional social sciences laboratories are to solve regional development issues.After discussing the construction experiences of regional social sciences laboratories,it describes the research systems and aims,several issues in the construction,and three stages of the development of the laboratories.
