摘要
安全目标值是高放固体废物地质处置安全评价和审管的基准。通过总结国际上高放固体废物地质处置安全目标值的开发现状,从科学、技术和理念三个层面分析不同国家安全目标值的确定方法,深入探讨安全目标值存在的差异及其深层原因,在此基础上针对我国高放固体废物处置安全标准的研发现状和存在的问题,从安全目标值的选择、适用时间、对无意闯入者的防护等方面提出我国高放固体废物处置安全目标值开发的建议。
The safety objective is the foundation for safety assessment and regulation of geological disposal for high-level radioactive solid waste. The selection approaches to the safety objective in different countries are an- alyzed from the perspectives of science, technology and idea after the summarization of the situation in develop- ment of safety objective in some other countries. The difference of these objectives and their main reason are discussed throughly . The suggestions are presented on development of safety objective for the disposal of high- level radioactive solid waste from the perspectives of selection of safety objective value, applicable time period and protection of inadvertent intruder based on the situations and problems existing in the safety standards de- velopment in China.
