对中印能源合作的战略思考

Strategic thoughts on Sino-Indian cooperation in energy security

中印同处亚洲,疆土相连,而且同属于发展中大国和能源消费大国,石油对外依存度都比较高,面临相似的能源安全问题。双方在资源获取方面存在竞争,但在更多方面具有共同利益。双方在实践中认识到,加强中印能源合作符合双方的根本利益,而且具有现实的必要性和可能性,特别是双方在合作开发非洲油气资源以及保障石油运输安全等方面。当前中印能源合作已经具备一定基础,而且前景较为乐观,建议把加强中印能源合作提升至我国能源安全战略的高度来思考。

As two neighboring countries, both China and India are located in Asia; both are major developing countries and major oil consumers. They are heavily dependent on foreign oil and face similar energy security problems. Although they contend for resources, they have many common interests. They realize from practice that enhancing Sino-Indian energy cooperation is in line with their fundamental interests, and is also necessary and possible, in particular in the joint development of oil & gas resources in Africa and guaranteeing oil transport security. At present, Sino-Indian energy cooperation not only has a certain basis, but also a promising future, so it is proposed that the promotion of Sino-Indian energy cooperation is viewed from the perspective of China’s energy security strategy.
