摘要
科研人员积极性不高的主要原因有科研考核中缺乏对科研人员量化的考核、科研人员的教学工作量过大、研究队伍中科研力量分散、科研管理激励机制不完善等;依据西方激励理论,为了更好激发科研人员的积极性,主张建立绩效考核制度、改善科研条件、加强重点学科建设、加强重点科研队伍建设、加大有影响力成果的奖励力度、建立有课题经费的非在编研究机构、组织高水平的学术交流活动、建立健全科学的科研管理制度和激励体制等。
The main reasons that researchers are not enthusiastic about their work is a lack of quantitative assessment, teaching work overload, the dispersion of scientific research strength, flawed research management incentive mechanisms and so on. In order to address this problem, this paper suggests that we need to establish a performance appraisal system, improve the conditions for scientific research, strengthen the construction of key disciplines, focus on research team building, increase reward efforts for influential achievements, establish non-compiled research institutions, organize a high level of academic exchange activities, as well as. establish and improve the scientific research management system and incentive system.
