公文作为言语行为,是一种受规则制约的以言行事行为。关注和研究公文言语行为的构成性规则,具有理论和实践意义。主要运用"充分定义法",从构成性规则的角度对公文言语行为的特质做一探析,提出了公文言语行为的构成性规则:政治性准则、话语权准则、受话权准则、易读性准则、行文必要准则、客观真实准则、得体性准则、时效性准则、程序性准则、信息安全准则、媒介适宜准则等。

Official document , as a speech act , is an act which is constrained by some rules. The paper explores the nature of speech act in the official documents in terms of constitutive rules , and proposed some constitutive rules in the official documents . It argues that the study of. the constitutive rules in the official documents is of great significance both in theory and in practice.
