本文试图从制度分析的维度对中国行政改革的历程进行宏观评析，其目的在于确证制度改革与创新地位的基础上，依照制度逻辑剖析中国行政改革可能存在的制度问题，并就这些问题赋予了理解和解决的思考方式。关于制度问题的思考主要在“应然”层面上进行倡导，这些思考的要点建立在反思公共管理学术史基础上的理论总结，其意义既在于一种行政改革背景下的公共学术思维方法的明确提倡，更在于面对中国实践的问题努力思考解释和解决路径的尝试。因此，就中国行政改革的制度问题进行理性建构主义分析、路径依赖逻辑的评判以及均衡博弈的利益标准衡量，无论如何都是需要不断深入研讨的理论与实践课题。

This thesis tries to macroscopically analyze the process of administrative reformation in China from the angle of Institutional analysis,with the purpose of analyzing the Institutional problems probably existing in administrative reformation in terms of Institutional logic,and posing the understanding and solving method of thoughts aimed at these problems on the foundation of assuring the basic status of institutional reformation.The reflection on the Institutional problems should be advocated in the light of'should-be'and the clue of these reflection depends on some theoretical summary based on reviewing public administrative academic history,and the significance of which lies in encouraging a public academic thought on the background of administrative reformation.Furthermore,it rests in trying to ponder a new path of thinking and solving the practical problem in China.Thus,it is the theoretical and practical task of rational constitutional analysis in the institutional issue of administrative reformation in China as well as the evaluation on the path logic and the measurement on interests standard of balanced equilibrium that should be further and continuously discussed anyhow.
