摘要
在人才资源成为第一资源的知识经济时代,人才尤其是高层次创新人才日益成为促进一个国家和地区经济发展、社会进步的重要力量。作为一种关键性的战略资源,高层次创新人才是科技进步、经济发展的主要推动者。高层次创新人才已成为各国争夺的焦点,并且制定了相关政策措施引进、培养高层次创新人才,以便在竞争中占据有利地位。对部分发达国家和发展中国家的高层次创新人才培养、引进、管理措施进行了分析并总结其经验,并提出了相关的对策建议。
In the era of knowledge economy, human resources has become the first resource. Talents, especially high-level creative talents,increasingly become the important strength for promoting national and regional economic and social development. As a key resource, high-level innovative talents is the main driver of science and technology progress and economic development. High-level creative talents has become the focus of the race for all countries, which have set the related policy measures to introduce, cultivate high-level creative talents, in order to occupy the advantageous position in competition. In this paper, the high-level creative talents instruction and cultivation measures in developed and developing countries are analyzed and summarized, followed by relevant countermeasures for existing domestic problems.
