Problems and Countermeasures of Gansu High-level Scientific and Technological Innovation Talent Team Construction

高层次科技创新人才已成为各国乃至各地区核心竞争力的关键要素。甘肃作为西部经济欠发达省份,在吸引和培养高层次人才方面存在着诸多不利因素,同时又面临着经济跨越转型对人才需求迫切的问题,高层次人才成为未来发展的关键要素。研究分析了甘肃高层次人才队伍建设现状,综合问卷调查表明环境不利、经济基础落后、人才流失、人才结构不合理是目前的主要问题,并提出相关的对策建议。

The high-level scientific and technology innovation talents has become the core competitiveness of countries and areas. Gansu is and underdevelopment region in the West of China, where there are many unfavorable factors in its attraction and cultivation of high-level talents. At the same time it is faced with problems on urgent talents demand for economy transition and high-level talents become key elements of future development. This paper analyzes the present situation in the construction of high-level talent team in Gansu Province, and on the basis of questionnaire survey, proposes the present main problems, i. e. environmental adverse, economic base backwardness, loss of talented people, and unreasonable talents structure, followed by relevant countermeasures and suggestions
