医保参保人员权利责任的伦理分析

Ethical Analysis on Medicare Insurance Recipients' Rights and Responsibilities

医保政策与医保制度的实施给医保参保人员带来了实惠,但是由于部分医保参保人员不当行使其权利,在一定程度上导致了过度医疗、医疗费用上涨、医疗资源浪费等。医保参保人员应该审慎、负责地的行使医保政策赋予的择院权、择医权、择检权和择药权等各项权利,避免成为过度医疗的承受者,让医保政策最大限度的护卫公众健康,提高有限卫生资源的利用率,以更好地促进社会公平与和谐。

Policy and System of Medicare Insurance bnng tanglole benefits for insurance recipients, however, the abuse of rights of some recipients causes some problems such as over treatment, medical expense increasing, waste of medical resources and so forth. This paper pointed out that insurance recipients should be prudent, respon sible to the rights of choosing hospitals, doctors, exams and drugs, which were endowed by the medical insurance policy, should avoid over treatment, let medical insurance policy furthest guard the public health, improve the uti- lization rate of limited healthcare resources, and better promote the social equity and harmony.
