构建服务型政府是当前我国加快行政体制改革，加强政府自身建设的主要任务之一，公安边防机关作为公安机关的重要组成部分，绝不能置身世外。以我国服务型政府构建为背景，从公安机关的宗旨、公安边防机关转变职能、加强自身建设、深化“爱民固边战略”等方面对构建服务型公安边防机关的必要性进行了有益探讨。

The public security and border control departments as an important part of the public security organs, could not be excluded. This paper analyzes the necessaries of building service - oriented border defense department under the background of building a service - oriented government. The analysis is based on the transformation of functions and purpose of the public security organs, public security and border control departments to strengthen self - construction, main tasks of public security and border control departments, deepening the strategies of ＂love peo- ple to protect border＂ and so on.
