汾湖镇核心区控规实施研究

Regulatory plan implementation in the center of Foho Town

汾湖镇的现实发展与控规预期表现出的不适应,以及控规的不断调整反映出其时效性与可操作性存在较大问题,有必要对控规调整的原因、程序和方法展开研究。文中总结了汾湖镇控规编制、实施与调整中出现的情况,并对控规实施中出现的主要矛盾进行解析。在此基础上,提出适合于汾湖镇的控规调整审批流程,主张控规与城市设计的协调互动。

The regulatory plan does not keep the same step with the development of Foho Town. Moreover, the constant adjustment of the regulatory plan has brought a big problem to its timeliness and operability. Thus it is necessary to study the reasons, procedures and methods for regulatory plan adjustments. This paper studies the compilation, implementation and adjustment of regulatory plans in Foho Town and analyzes the principal problem in its implementation. Then we propose the approval process of the regulatory plan adjustment in Foho Town and the coordination of the regulatory plan and urban design.
