试论“三级医疗质控体系”的建设和管理

Try to discuss the construction and management of the three levels quality controlling system of medical treatment

医疗质量管理是医院管理工作的核心工作。加强医疗质量控制机构的建设和质量控制工作的管理关系到医院的生死存亡、荣辱兴衰 ,因此必须充分调动全体医务人员积极参与。本文论述“三级质量控制”体系建设和各级各类人员在质量控制工作中的作用。“三级质量控制”机构包括“医生自控、以科室主体为核心的科室主控、以医务科为枢纽的医院总控”。同时强调考核在质量控制工作中的作用 ,认为要保证质量控制目标的实现 ,在做好思想政治工作的同时 ,还必须要给相关的科室、部门和职工施加一定压力 。

The quality controll of medical treatment is one of the most important works in hospital management.To strengthen the construction of the quality controlling system of medical treatment and to manage the work of the quality controll is relation of the life and death,honor and dishonor,rise and decline of a hospital ,so that all medical workers must be moved sufficiently to take part in this work.This paper want to discuss the construction of the three levels quality controlling system of medical treatment”and the role of the medical workers of all levels and all kinds in the work of quality controll. “The three levels quality controlling system” includes “doctor-self controll,director of department maincontroll,the central controll of hospital that is completed by the medical affair department”.Meanwhile,the role of assess in the work of quality controll is stressed,the author thinks that in order to ensure coming true the target of quality controll,when political thought work is stressed,it is necessary to exert certain pressure,which is not passive factor,on the correlative departments and staffs and medical workers.
