摘要
在制度的可实施性视角下,民主巩固指涉的是民主政体的可实施性问题。而民主政体的可实施性,关注的是行为者遵守民主政体的激励问题,关照的是行为者对民主政体的共识与认同,强调的是行为者对民主政体的真正遵守。而对民主政体的共识与认同,涉及的是社会整合问题。因而作为社会整合渠道的政党政治,被视为民主政体的实施机制。
In the perspective of the practicability of institutions, democratic consolidation refers to the practicability of democracy. And the practicability of democracy focuses on the incentives for social members obey democracy, keeps an eye on the consensus and identity of social members about democracy, and emphasized on the substantial abidance of social members to democracy. The consensus and identity about democracy refers to social integration, so that party politics which is the method of social integration is considered as the implementation mechanism of democracy.
