摘要
本文回顾了全面质量管理和认证在西方高等教育中从兴盛到衰落的发展过程,提出我国高校聘任制改革应持有以人为本、公正和谐、共同发展等岗位绩效管理本土化理念。认为该本土化理念介入高等教育管理核心价值层面,有利于解决深层次制约因素,能够最大限度激励广大教师发展潜能,体现了高等教育深化改革与发展的目标要求。
This paper reviews the prosperous and weak development process of the comprehensive quality management and authentication in western education and puts forward the post achievement management native innovation which consists of human ,justice, harmony and common development. This paper points out this native notion has the "development" characteristic and gets to the higher education management core value which helps to solve the deep limited elements, encourage teachers' development potentiality in the largest degree and reflects the objectives and requirements in higher education deep reform and development.
