对动物福利进行立法的几点思考

Reflection on Animal Welfare Legislation

世界上已经有许多国家或地区对动物福利进行了立法,但我国对于该领域的立法几为空白。本文结合我国当前的国情,从动物福利立法基础、动物福利与人的福利的关系、动物福利与社会文明的关系、动物福利与我国形象的关系,以及我国动物福利法的立法重点等方面作了重点思考。

There are animal welfare laws in many foreign countries while in China the legislation in this field is almost blank. Based on the current situation in China, this paper makes reflection from the following perspectives： the basis of animal welfare legislation, the relationship between animal welfare and people＇s benefits, the relationship between animal welfare and social civilization, the relationship between animal welfare and China＇s image, and the key points in animal welfare legislation in China.
