失业救助是新中国成立初期党的城市工作的重要内容之一,广州市政府在积极贯彻中共中央关于救济失业工人指示的同时,因地制宜,对失业救助举措进行了有效探索,建构起了以政府为主导的多元化救助主体,并将临时性救助与发展性救助相结合,把物质保障与思想教育相结合,立足单项救助,做好全方位救助,形成了独特的失业救助机制。
