摘要 由于地方基础教育发展不平衡,基础教育改革中"空降""优才"的出现,使教师教育的职前培养与职后培养严重脱离.为了提高地方高师院校与中小学教师队伍的整体素质,更好地促进教师专业化发展,推动教师教育工作的改革,并落实以下理念:以师为本,高师院校并不是实现教师专业化的唯一途径,中小学学校既是学生发展的场所,也是教师发展的场所,培养中小学教师是地方高师院校与中小学的共同责任,地方高师院校和中小学互补共赢,地方高师院校和中小学合作生成培训资源等,从合作的角度出发,以尊重、平等、互助、共赢为原则,通过参与、交流、协作、反思等方式和途径,全方位地建立地方高师院校-中小学协作共同体. For the developing imbalance of local base education, the requirement of local normal universities" teaching goals, "landing down" and "excellent talents" in reform, teaching staff education exists a severe separation between pre and post-profession cultivation. The pre-profession of teacher cultivation needs perfection, The weaker practice part in pre-profession cultivation should be strengthened. In order to enhance the overall quality of teaching staff in local normal universities and primary & secondary schools to promote teachers' professional development in a better way and teacher education reform, the following measures should be implemented. Teachers should be placed in the most important position. Local normal universities are not the only place to realize teachers' professionalization. Primary & secondary schools is a developing place, both for students and teachers. Primary & secondary school teaching staff cultivation is co-responsibility for both local normal universities and primary & secondary schools. They should achieve a "win-win" situation. They should cooperate their resources, from a cooperative perspective, with a principle of "respect, equality, help, win-win". Through ways of participation, communication, cooperation and reflection, cooperative communities between local normal universities and primary & secondary schools would be established.
