偏离于耦合:城乡建设用地增减挂钩中农民利益的保护

Deviation from Coupling: Pothook of Urban-rural Construction Land's Increase and Decrease with the Protection of Farmers'Interests

城乡建设用地增减挂钩制度的实施为缓解建设用地供需矛盾,促进城乡统筹发展,提高农民的生活水平发挥了重要的作用。但是,很多地方政府在执行中扭曲了制度目的,偏离了实施该制度的初衷,造成了农民利益的损害。因此,我们必须对之予以完善,使之与农民利益的保护相耦合。

The implementation of the pothook system of urban -rural construction land; increase and decrease plays an important role in alleviating the construction land; imbalance between supply and demand, promoting overall urban＇-rural development and enhancing farmers＇standard of living. However, in the process of implementation, many local governments distort institutional purposes and deviate from the original intention, resulting in the damage to farmers＇interests. Therefore, we have to improve the system of urbanrural construction land and make it coupled with the protection of farmers interests.
