工程造价管理工作涉及工程项目的全过程以及与工程建设有关的各个要素,它具有很强的不确定性,在项目实施过程中会出现许多不可预见的事项。而对这些事项,或者说风险的防范,仅仅靠投资(成本)的控制是很难能做好的,需要对工程造价管理的全过程、全要素进行系统的计划与控制。

Project cost management was involving the whole process and the various elements in construction process.It has very strong uncertainty. There would be many unforeseen events in the process of the implementing project, and for these matters, or risk prevention, it was difficult to do a good job only relying on the investment control,and all the elements of the planning and control system in the whole process were needed.
