摘要
水电工程建设对于改良我国的能源构成,降低温室气体排放量具有深远意义。水电工程为区域提供发电、防洪、航运、供水、水产养殖等方面的综合效益,对人民生产、生活具有重要的作用。水电工程在建设过程中势必涉及公共利益,一旦在利益协调方面难以实现公平,不能使水电工程发挥应有的积极作用。本文将在合理分析参与者的利益趋向的基础上,运用博弈论的知识,确定均衡点,即各方面的利益均衡策略集,使参与者的利益得到满足,为水电工程建设和管理提供理论支持。
Hydropower contributes much to the improvement of China's energy composition and reduction of gaseous emission. The hydropower project provides comprehensive benefits for a region, such as electricity and water supply, flood-control, shipping, irrigation, and so on. It's well known that the construction ofhydropower project has so much connection with public benefits. And it is too hard to make everyone satisfied. This paper will figure out the balanced value, the best strategies, by using game theory. It will find out a way to satisfy participants and provide the construction with theoretical support.
