摘要
传统管制型行政模式强调"中心-边缘"治理结构,忽视或抑制了其他社会主体在社会管理中的应然角色与功能,其结果是社会管理出现权威真空与政府权威下降、社会失范与信任危机、社会自治不充分与社会管理盲点等不良现象。依循复杂适应系统(CAS)理论的原理与要求,在以相互平权为核心的政治承认前提下,从价值取向、参与机制以及行动方式等维度构建多元主体协力互动、灵敏高效的政府社会管理新模式。新模式不仅能解决多中心治理复杂的认同与正当性难题,而且其社会管理主体能在复杂社会环境中共同演化,促使社会环境向高层次推进,从而实现政府社会管理模式创新。
The "Center-edge" governance structure,which depends on the traditional control administrative mode,neglects or restrains the roles of other social main bodies in social management,which turns to result in authority vacuum and governmental authority decline,a partial disorder in social management,there is even a certain degree of trust crisis.Because of the inadequate social autonomy,there are blind spots in social management.According to the principles of complex adaptive system theory,under the guarantee of political recognition taking "mutual recognition of power" as the core,a sensitive and high-effect new mode of governmental social management with multiple main bodies joining in a common effort and interaction should be established in dimensions of value orientation,participation mechanism and mode of action.The new mode can solve the difficult problems about complex identity and justice of polycentric governance,meanwhile social management main bodies can keep evolution jointly in the complex social environment to promote social environment toward higher levels and bring about the innovation of government social management mode.
